The EIIR 4th Definitive stamp series was issued in two editions, each comprising 16 denominations. The 2nd Edition (Ver.2) introduced one key change from the original: the 30 Cents stamp was replaced by a new 1 Dollar 70 Cents denomination, reflecting the postal rate adjustments of the time.

The 4th Definitive series was illustrated by Arthur Hacker — a celebrated artist best known as the father of the beloved "垃圾蟲" (garbage bug), one of the most iconic mascots ever created for the Hong Kong Government. His distinctive artistic touch is woven into every denomination of this series.
