The EIIR 4th Definitive stamp series was issued in two editions, each comprising 16 denominations. The 2nd Edition (Ver.2) introduced one key change from the original: the 30 Cents stamp was replaced by a new 1 Dollar 70 Cents denomination, reflecting the postal rate adjustments of the time.

The 4th Definitive series was illustrated by Arthur Hacker — a celebrated artist best known as the father of the beloved "垃圾蟲" (garbage bug), one of the most iconic mascots ever created for the Hong Kong Government.
