These three maps of Hong Kong from 1961 represent a census. The first map focuses on the marine districts, the second map covers Hong Kong, Kowloon, and New Kowloon, while the third map illustrates the New Territories. The base map is derived from a survey conducted by the Lands & Survey Department in 1959, and the census information was compiled by the Census Department in 1960, subsequently published in 1961.
We believe these maps were intended for internal use by the Census Department, as there is likely little need for public access to them.
Marine Districts
Little-known fact, even for local Hongkongers, is that the waters of Hong Kong are divided into 14 districts. These districts are marked in numarical order from the centre owards. Together, they cover all waters from Hong Kong's coastline to it's maritime borders.

Land Districts I
Publicly known as the metropolitan area of Hong Kong, it comprises three main areas: Hong Kong Island, Kowloon, and New Kowloon. The difference between Kowloon and New Kowloon is that Kowloon was ceded to the British in 1860, while New Kowloon was leased to the British in 1898, with the lease ending in 1997. These three areas are further divided into 22 districts, labeled in alphabetical order.

Land Districts II
This map encompasses all the landmass that the previous map did not cover. The area is significantly larger, less developed, but more complex. The department considered the settlement patterns of indigenous inhabitants, along with transportation and accessibility, when grouping the areas. As a result, the areas are organized slightly differently from today's districts. In total, there are five areas, which are further divided into 27 districts. Each area is designated with an alphabet, and each district within those areas is assigned a number. The alphabet represents the area, while the number indicates the specific district within that area.
